I send this mail for publication so that the LML readers can give their opinion.
The grading of leprosy disability is used by WHO for many years. It is used for programme implementation urging for early case detection to avoid development of deformities.
In India the Ministry of Social Justice & Empowerment have enacted a legislation for persons with disabilities. Leprosy is included as one of the disabling diseases. The National Government and State Governments have many welfare Programmes for the people with disabilities to enable them to lead a normal life. As per the Act those persons who have minimum 40 per cent disability can seek the Government benefits. One need to get a ‘Disability Certificate’ from a medical authority to apply under the various welfare programmes. At present there is no Government approved leprosy disability guidelines for issue of Disability Certification for the leprosy affected persons. In some places they are referred to orthopaedic surgeons for certification. This is not a correct approach.
There should be a separate Guidelines for grading the leprosy disability as it is available for visual and hearing impaired persons and orthopaedic cases for issue of disability certificate.
I request the LML readers to give their views on this subject. If there are such Guidelines available in other countries this may also be reported.
