GENEVA (10 February 2020) – The UN Special Rapporteur on the elimination of discrimination against persons affected by leprosy and their family members, Alice Cruz, will undertake an official visit to Japan from 12 to 19 February 2020.


"I am looking forward to exploring the good examples, challenges and opportunities in the elimination of discrimination against those affected by leprosy, also known as Hansen's disease, and their family members," the expert said. "I also intend to identify progress and gaps in the implementation of the UN Principles and Guidelines and make constructive recommendations."


"I am eager to learn more about different measures taken by Japan to reduce the stigma related to the disease and to protect and fulfil the rights of persons affected by Hansen's disease and their family members, including their access to justice and reparation measures," she added.


"My visit will focus primarily on the issues of remedies for persons affected and their family members; preservation of history and awareness-raising; disability and older persons' rights; and participation and international cooperation."


The Special Rapporteur will meet Government representatives, civil society organisations, health, law and social sciences experts, as well as people affected, their family members and their representative organisations. She will also visit several Hansen's disease communities in Tokyo and other prefectures, in order to learn their work and discuss their priorities. 

At the end of her visit, Cruz will hold a press conference to share her preliminary observations at 11:00am on 19 February at the Center for Human Rights Education and Training (2-10-12 Shibadaimon, Minato-ku, Tokyo). Access to the press conference will be strictly limited to journalists.

The Special Rapporteur will submit a comprehensive report to the UN Human Rights Council in June 2020.

 

Alice Cruz


Ms Alice Cruz is the first UN Special Rapporteur on the elimination of discrimination against persons affected by leprosy and their family members, appointed in November 2017 by the Human Rights Council. Ms. Cruz worked as External Professor at the Law School of University Andina Simón Bolívar – Ecuador and in several Portuguese universities as researcher on health and human rights, in particular leprosy. She participated in the elaboration of WHO Guidelines for Strengthening Participation of Persons Affected by Leprosy in Leprosy Services. She has researched and written on the subject of eliminating leprosy and the stigma attached to it and has interacted with various stakeholders, including persons affected by leprosy.


The Special Rapporteurs are part of what is known as the Special Procedures of the Human Rights Council. Special Procedures, the largest body of independent experts in the UN Human Rights system, is the general name of the Council's independent fact-finding and monitoring mechanisms that address either specific country situations or thematic issues in all parts of the world. Special Procedures experts work on a voluntary basis; they are not UN staff and do not receive a salary for their work. They are independent from any government or organization and serve in their individual capacity.

ハンセン病に関する国連専門家の訪日について

 

ジュネーブ(2020210日) ハンセン病患者・回復者およびその家族に対する差別の撤廃に関する国連特別報告者を務めるアリス・クルーズ(Alice Cruz)氏は、2020212日から19日にかけ、日本を公式訪問します。

アリス・クルーズ特別報告者は次のように述べています。「ハンセン病患者・回復者とその家族に対する差別の撤廃に関し、好例や課題、機会を模索できることを楽しみにしています。」特別報告者はこう語っています。「また、国連原則とガイドラインの実施における進捗状況とギャップを明らかにし、建設的な提言も出す予定です」

「私は、ハンセン病にまつわる悪いイメージを減らすとともに、司法や補償措置へのアクセスを含め、ハンセン病患者・回復者とその家族の権利を擁護、実現するために日本政府が講じているさまざまな施策について、さらによく知りたいと思っています」

「今回の訪日では主として、患者・回復者とその家族に対する救済策に関する問題、歴史の保全と認識の向上、障害者と高齢者の権利、参加と国際協力を中心に取り上げます」

特別報告者は政府の代表、市民社会団体、保健と法律、社会問題の専門家のほか、患者・回復者と家族や、その代表組織との会談を予定しています。また、東京をはじめとする各地のハンセン病コミュニティもいくつか訪れ、その活動を学ぶとともに、優先課題について話し合うことになっています。

クルーズ氏は訪日を終えるにあたり、219日午前11時から公益財団法人人権教育啓発推進センター(東京都港区芝大門2-10-12)で記者会見を行い、予備所見を共有します。記者会見へのご出席は、ジャーナリストに限定いたします。

特別報告者は20206月、国連人権理事会に包括的な報告書を提出する予定です。

アリス・クルーズ氏は201711月、人権理事会によりハンセン病患者・回復者およびその家族に対する差別の撤廃に関する初の国連特別報告者に任命されました。クルーズ氏はエクアドルのアンディナ・シモン・ボリバル大学法律大学院で客員教授を務めたほか、ポルトガルの大学数校で、ハンセン病をはじめとする保健と人権に関する研究を行っています。また、ハンセン病患者・回復者のハンセン病サービスへの参加強化に関するWHOガイドラインの策定にも加わりました。ハンセン病の撲滅とこれにまつわる悪いイメージに関する研究と著作を行う傍ら、ハンセン病の患者と回復者を含め、さまざまなステークホルダーとも連携しています。

 

特別報告者は人権理事会のいわゆる特別手続の一環として活動します。国連人権システムとしては最大の独立専門家体系をなす特別手続は、特定国の状況または全世界のテーマ別問題に取り組む人権理事会の独立した事実調査・監視メカニズムを総称するものです。特別手続の専門家は任意で活動しているため、国連の職員ではなく、その活動について俸給は受け取っていません。どの政府や組織からも独立し、個人の資格で活動しています。
